Dynamic development of the company and considerable operational and financial success fostered the establishment of professional association of employees.

EnergoTekhProfSoyuz is an independent professional association established on 27 March 2003 at KEGOC's employees trade union conference in Almaty. The conference approved EnergoTekhProfSoyuz's Charter and elected a joint committee. The EnergoTekhProfSoyuz public association is registered by the Ministry of Justice of the Republic of Kazakhstan.

Time required the association to differ from Soviet trade unions and gain public confidence among all employees of the company.

A package of incorporation documents, including the Charter, was established to reflect rights, authorities, organizational structure and other aspects of the new trade union organization activity.

The EnergoTekhProfSoyuz joins together professional employees of the power industry. It is based on the industrial operational principle. The association is open for the company employees as well as all enterprises of power industry, research and design institutes, pensioners and even our contractors.

One on the main goals of the public association is to ensure labour rights of the trade union members and regulate labour relations. The association also influences the labour payments, types of bonus payments to employees and discipline including disciplinary penalties. The association is intended to control the compliance with labour legislation, maintenance and implementation of guarantees and compensations, allowances, etc.

EnergoTekhProfSoyuz is an independent voluntary public association, which is unaccountable to and uncontrolled by governmental authorities, employers and their associations, political organizations and other public associations operating in the whole territory of the Republic of Kazakhstan.

EnergoTekhProfSoyuz PA

•brings together employees of the Kazakhstan Electricity Grid Operating Company and employees of enterprises and organizations of Kazakhstan power industry based on common professional interests to represent and protect labour, social and economic rights and interests and protect working conditions.

•operates based on the Constitution of the Republic of Kazakhstan, Laws of the Republic of Kazakhstan and the Charter;

•independently deals with cooperation with other trade unions, public organizations and movements, accession to national and international federations and professional trade associations.

The EnergoTekhProfSoyuz is based on primary trade union organizations (trade union organizations of KEGOC MES branches, SO NDC and KEGOC-Service).

Organizationally the EnergoTekhProfSoyuz consists of primary trade union organizations, Joint Trade Union Committee made up all chairmen of primary organizations and panel being a working body of the Joint Trade Union Committee.

Primary trade union organizations are EnergoTekhProfSoyuz's branches and base on the approved Regulations.

The primary trade union organizations' prerogative shall be ongoing consultations when the trade union members sign individual labour contracts with employers. Special attention shall be paid to social partnership development, compliance with leave regulations and individual labour disputes. Drafting and signing of Collective Labour Agreement as well as its implementation shall be under a lot of scrutiny.

Activity

In April 2008 the EnergoTekhProfSoyuz Trade Union of Kazakhstan Energy Industry Employees held a trade union conference to hear reports and elect new members, which covered:

1.the report by Vyacheslav Strebkov, Chairman of the Trade Union of Kazakhstan Energy Industry Employees public association;

2.election of Joint Committee under the Trade Union of Kazakhstan Energy Industry Employees public association;

3.election of Central Audit Commission under the Trade Union of Kazakhstan Energy Industry Employees public association;

4.election of Panel of Joint Committee under the Trade Union of Kazakhstan Energy Industry Employees public association;

5.election of personnel Representative on KEGOC occupational health and safety.

6.election of newly composed joint committee under the public association totalling to 17 people: T. Aibulina, Chairman of Aktyubinsliye MES Trade Union, G. Butussov, Chairman of Shymkentskiye MES Trade Union, L. Daniyarova, Chairman of Vostochnye MES Trade Union, I. Zverev, Chairman of Tsentralnye MES Trade Union, B. Ibraimzhanov, Senior Specialist, OHTL Operation Division, Operation Department, Ye. Ivanova, Chairman of Severnye MES Trade Union, K. Kezekeneva, Head of Documentation Management Office, T. Lee Chairman of Zapadnye MES Trade Union, O. Marinina, Chairman of SO NDC, V. Radushny, Chairman of Sarbaisliye MES Trade Union, V. Strebkov, Chairman of EnergoTekhProfSoyuz, U. Khairutdinova, Chief Accountant, EnergoInform, M. Shakenov, Deputy Chairman, EnergoTekhProfSoyuz, N. Shalenko, Chairman of Akmolinskiye MES Trade Union.

The following members were elected to the Panel: V. Strebkov, Chairman of EnergoTekhProfSoyuz, M. Shakenov, Deputy Chairman, EnergoTekhProfSoyuz, B. Yeginbayev, Head of KEGOC Service, K. Kezekeneva, Head of Documentation Management Office, KEGOC, N. Shalenko, Chairman of Akmolinskiye MES Trade Union.

The conference also adopted the Collective Agreement for 2008-2010 between Kazakhstan Electricity Grid Operating Company joint stock company and its employees, which was developed by the trade union members and Company's employees.

Trade union employees take part in qualification of the company's employees.

According to Clause 2, Article 56 of the Labour Code of the Republic of Kazakhstan and Clause 18 of the Collective Agreement for 2008-2010 between KEGOC and its Labour Collective, the Labour agreement with employees being members of the trade union shall be terminated based on the trade union's reasoned opinion.

Over the past time EnergoTekhProfSoyuz gained a certain work experience. EnergoTekhProfSoyuz actively participates in the Company's social life. Thus, sporting and health improving work is conducted among the company's employees, annual Sports Festival attended by branches teams is held on the Nauryz Meiramy holiday and sporting competitions timed to the Power Engineer Day take place at branches and Executive Administration. 

EnergoTekhProfSoyuz pays special attention to health improvement and rest of employees and their family members. The company employees being the trade union members benefit from sanatorium-spa treatment in health centres around Kazakhstan and different resorts and Training Centre of KEGOC. Thus, in 2009 the Company employees who took an active part in commissioning of 500 kV North-South transmission line were granted free vouchers to Kokshebel resort (Borovoye) based on the Joint Committee decision.

The trade unions traditionally arrange leisure activities for children of the Company's employees in summer holidays and New Year activities, etc.

The trade unions place particular importance on power industry veterans rendering financial aid, when required, arranging and conducting Victory Day, Power Engineers’ Day and Older Persons Day activities and helping KEGOC's Veterans Council.

The trade union is strengthening year by year. Currently it counts about 4,000 people. Starting from May 2008, the employees are provided with membership cards when employed, which are supported by cards recording their organization. The material basis of the trade union is expanding by the trade union membership fees.

Problems and matters of the trade union life are always understood and supported by KEGOC's management.

EnergoTekhProfSoyuz actively cooperates with Kazakhstan Trade Union Federation and many sectoral trade union organizations of Kazakhstan. Thus, in February 2009 seven employees of the EnergoTekhProfSoyuz trade union public association were trained by the Kazakhstan Trade Union Federation Information and Analysis Training Centre.
