At the end of 2020, KEGOC completed the implementation of an automatic frequency and power control system. The system will continuously monitor the actual mode of operation of the UPS, and if the telemetry data indicates the deviations, it will send a command to alter power generator connected to the system. The system will facilitate effective usage of the flexible domestic power generation and, consequently, increase its profitability, as well as halve the imbalances on the border with the Russian energy system.
In 2021, KEGOC plans to connect Ekibastuz GRES-1, Moinak Electricity Transmission Project, Bukhtarma HPP, Shulbinsk HPP and Ust-Kamenogorsk HPP to Automatic frequency and power control system. At the same time, KEGOC continues its efforts to engage more regulation power resources to Automatic frequency and power control system. Currently, the company negotiates the engagement with the regulation system of Topar Main Distribution Power Plant LLP and Karabatan Utility Solutions LLP. The Central Asian Unified Energy System has also interest in Automatic frequency and power control system project.
There are only a few examples of implementation of such technologically complex and knowledge-intensive projects as Automatic frequency and power control system in Kazakhstan. At the same time, all stages - from design to commissioning and launch of the system, involved domestic companies, e.g. Almaty University of Power Engineering & Telecommunications, Kazselenergoproekt Institute LLP, Energoinform JSC and JBR Group LLP, as well as Institute of Automation of Energy Systems (Russia). Joint work on the project will contribute to the development of unique competencies among Kazakhstani specialists. In the future, this will allow domestic companies to participate in the dissemination of the acquired experience in the creation of similar digital systems in the energy systems of foreign countries.
Automatic frequency and power control system is being implemented under the project ‘Centralized system of unified power system emergency automation and operation state control system’, which is part of the state program ‘Digital Kazakhstan’. With the commissioning of Automatic frequency and power control system in operation, the benefits of the System Operator can reach KZT 800 million annually.
