KEGOC's Supplier Code of Conduct

The Company has established an efficient procurement system based on the principles of information transparency, equality, and the promotion of fair competition.

Procurement activities in KEGOC shall be carried out in accordance with the Procedure for Procurement by Samruk-Kazyna Sovereign Wealth Fund Joint Stock Company and organisations, fifty percent or more of voting shares (participatory interest) of which directly or indirectly belong to Samruk-Kazyna JSC on the right of ownership or trust management, as approved by the Board of Directors of Samruk-Kazyna JSC.

Procurement priorities are:

  • purchasing goods from organisations of disabled people that are members of the Register of Organisations of Disabled People of the Samruk-Kazyna Group of Companies (individuals with disabilities engaged in entrepreneurial activities), which produce the goods being purchased;
  • purchasing goods from producers of purchased goods who are members of the Register of Producers of the Samruk-Kazyna Group of Companies;
  • procurement from qualified potential suppliers.

 The procurement process is based on the pre-qualification model of potential suppliers, i.e. the process of evaluating potential suppliers for compliance with the qualification requirements defined in accordance with the above procedure, carried out through questionnaires and audits. During the pre-qualification process, potential suppliers are evaluated against the following criteria: legal component; organisation of contractual relations of the potential supplier; resources of the potential supplier; quality assurance of goods, works and services; project and risk management; health and safety; environmental protection, etc.

KEGOC implements KEGOC’s and the Fund's procurement category strategies (PCS) aimed at optimising procurement approaches for goods, works and services based on maximising benefits in the long or short term and including the lessons learned from the past expenditure analyses, future needs, supply market and business requirements.

In 2022, the following PCS were implemented at KEGOC level – “Reinforced concrete and steel structures”, “Suspension and tension fittings” and “Glass insulators”.

At the level of the Fund, PCS have been implemented for "Cable and wire products", "Special clothing" and "Fuel".
