On 11 December 2020 KEGOC hosted one of the most important regional electric power events, a meeting of the Coordination Electric Power Council of Central Asia (the Council). 

The meeting of the Council was held by KEGOC online in order to prevent the coronavirus infection.

The meeting was attended by: Mr. Bakytzhan Kazhiyev, Chairman of the Management Board of KEGOC JSC (Republic of Kazakhstan), Mr. Dadajon Issakulov, Chairman of the Management Board of NPG of Uzbekistan JSC (Republic of Uzbekistan), Mr. Mirzo Ismoilzoda, Chairman of the Management Board of Barki Tochik OJSC (Republic of Tajikistan), Mr. Emil Kudanaliyev, General Director of NPG Kyrgyzstan JSC (Kyrgyz Republic), and Mr. Khamidilla Shamsiyev, Director of "Energy” Coordination Dispatch Centre.

“Since the establishment in 2003, the Council made many important decisions to ensure reliable parallel operation and development of our power systems,” noted the CEO of KEGOC. - It is safe to say that the Council has become a unique "platform" for conducting a constructive dialogue on topical issues of cooperation between the Unified Power System of Kazakhstan (UPS) and the Integrated Power System of Central Asia (IPS).

The meeting considered a number of topical issues to coordinate actions and parallel work of the UPS of Kazakhstan and the IPS of Central Asia. Particular attention is paid to the issues of reliability of the power systems of the participating countries in the current autumn-winter peaking period. Also, KEGOC informed the Council members about the progress of automatic frequency and power control system project in the UPS of Kazakhstan and its potential upscaling to the UPS of Central Asia to be enable the existing regulatory capacity potential. The proposed power and frequency control system is designed to maintain a balance between the production and consumption of electricity automatically.

Bakytzhan Kazhiyev emphasized rapid development of technology, economy and society in the modern world. - These changes also affect the electric power industry, thus posing ever new challenges; - In my opinion, we need to jointly develop some systemic approach in key areas of development of the UPS of Kazakhstan and the IPS of Central Asia in the long term to address these global trends, - said the head of KEGOC.

As a result of the meeting, the members of the Council adopted a number of specific decisions to coordinate actions and operation to ensure the reliability of parallel operation of the UPS of Kazakhstan and the IPS of Central Asia. KEGOC's initiatives proposed at the meeting were supported by the Council members. A decision was made to develop a joint long-term Concept for the development of the UPS of Kazakhstan and the IPS of Central Asia. The participants also agreed to substantively consider the possibility of creating a centralized power and frequency control system at the level of power interconnection between the UPS of Kazakhstan and the IPS of Central Asia, and develop unified technical requirements for the integration of renewable energy sources in power systems.

Note:

The relationships between neighbouring power systems of Central Asia are governed by the Agreement between the Governments of Kazakhstan, Kyrgyzstan, Tajikistan and Uzbekistan on parallel operation of the power systems (Bishkek, 17 June 1999), according to which the parties may provide interstate electricity supply and deliver mutual services: transit and power regulation. Kazakhstan's advantage from this agreement is the possibility of ensuring the southern region's consumers with reliable power supply. 

Guided by this Agreement, in order to coordinate parallel operation and ensure concerted actions, in 2003 the power systems operators of four countries created an advisory body: Coordination Electric Power Council of Central Asia (CEPC CA), which has become a unique platform for constructive dialogue.

Coordination Electric Power Council of Central Asia (CEPC CA) consists of the System Operators such as KEGOC representing the Republic of Kazakhstan, NPG of Uzbekistan, National Electric Network of Kyrgyzstan, Barki Tochik representing the Republic of Tajikistan.
