Regarding the load shedding on 04 November 2021

The situation with the balance of electricity and capacity in the unified power system (UPS) of Kazakhstan remains tense. Electricity consumption has been growing rapidly. Over the past 10 months of 2021, compared to the same period in 2020, consumption has grown by 11.6% in Zone South, by 5.7% in Zone North, and by 7.5% in Zone West. During peak hours, power consumption exceeded last year's values by more than 1,500 MW. This abnormal growth is primarily due to an increase in consumption by digital mining consumers.

At the moment, a significant amount of capacity at power plants have been shut down for emergency and unscheduled maintenance.

The excessive growth of consumption and high number of accidents at power plants of the Republic of Kazakhstan on the background of cold weather emerging all over the country leads to significant amount of unscheduled consumption by consumers of the UPS of Kazakhstan and the risk of disrupting the stability of the UPS of Kazakhstan with the occurrence of a major systemic accident.

According to the laws in the Republic of Kazakhstan, KEGOC JSC as a System Operator is obliged to secure reliability of operation of the UPS of the Republic of Kazakhstan. To this end, to fulfil the obligations imposed on KEGOC, in case of the excessive consumption, the company will take action to certain categories of consumers to maintain the scheduled operation parameters.

If the consumption in excess of the permissible values continues, on 4 November 2021, in accordance with the requirements of the current laws, KEGOC will take action to limit consumption in accordance with the schedules agreed with the local executive bodies.
