West Kazakhstan Electricity Transmission Reinforcement Project. Construction of Power Grid Facilities

Project goal: Improve network capacity and reliability of electricity supply to consumers in the Western zone of Kazakhstan UPS by re-enforcing 220 kV electrical links between West regions of Kazakhstan.

Project implementation period: 2018-2023

Project cost: KZT 50.378 billion inclusive of VAT.

Planned financing: KZT 34.230 billion from loans, and KZT 16.148 billion from the Company's funds

Location: West Kazakhstan, and Atyrau Oblasts of Kazakhstan

Project description: The project suggests construction of the second circuit of the existing of 220 kV Uralskaya - Pravoberezhnaya - Inder - Karabatan - Kulsary - Tengiz electricity transmission lines including connection to the existing 220 kV substations and to new Karabatan power distribution station and includes the following facilities:

1)           rehabilitation of 220 kV Uralskaya SS;

2)           extension of 220 kV OSG at 220 kV Pravoberezhnaya SS;

3)           extension of 220 kV OSG including 2 units of 220 kV controlled shunt reactors at 220 kV Inder SS;

4)           extension of 220 kV Kulsary SS;

5)           extension of 220 kV Tengiz SS;

6)           construction of 220 kV Karabatan power distribution station;

7)           construction of 220 kV Uralskaya - Pravoberezhnaya transmission line;

8)           construction of 220 kV Pravoberezhnaya - Inder transmission line;

9)           construction of 220 kV Inder - Karabatan transmission line;

10)       construction of 220 kV Karabatan - Kulsary transmission line;

11)       construction of 220 kV Kulsary - Tengiz transmission line.

Project implementation: The feasibility study (FS) report for the project was developed in 2019 and approved by GosExpertiza (report No. 01-0006/19 dated 04 January 2019). The board of directors of KEGOC approved project performance indicators specified in the feasibility study report (Minutes No. 2 dated 28 February 2019).

In 2019, 11 contracts were concluded for design and survey of overhead transmission lines and substations with design institutes: Eshimkulov N.T. individual entrepreneur; MangistauEnergoMontazhNaladka LLP; SIT-Stroy LLP.

In 2021, for all 11 facilities, including 6 substations (220 kV Uralskaya, Pravoberezhnaya, Inder, Karabatan, Tengiz, and Kulsary substations) and 5 lines (220 kV Uralskaya - Pravoberezhnaya, Pravoberezhnaya - Inder, Karabatan - Kulsary, Inder - Karabatan, Kulsary - Tengiz) procurements for construction and installation works were completed through open tenders in accordance with the the Procurement Management Standard of Samruk-Kazyna Sovereign Wealth Fund JSC and organizations, fifty or more percent of voting shares (participatory interests) of which are directly or indirectly owned by Samruk-Kazyna on the right of ownership or trust management, approved by the Decision of the Board of Samruk-Kazyna (minutes No. 31/19 dated 9 September 2019 ) and the following contracts have been concluded:

1. Rehabilitation of 220 kV Uralskaya SS, ASPMK LLP (PI No. 541278-487189 dated 11 March 2021), contract No. 541278/2021/1/01-25-D-206 dated 25 March 2021;

2. Expansion of 220 kV outdoor switchgear at 220 kV Pravoberezhnaya SS, KarElektroSpetsStroy LLP (PI No. 541280-487196 dated 11 March 2021), contract No. 541280/2021/1/01-25-D-203 dated 19 March 2021;

3. Expansion of 220 kV outdoor switchgear at including installation of 2 pcs of 220 kV CSRs at 220 kV Inder SS, ASPMK LLP (PI No. 5414443-487619 of 11 March 2021), contract No. 541443/2021/1/01-25-D-216 dated 29 March 2021;

4. Expansion of 220 kV Kulsary SS, KarElektroSpetsStroy LLP (PI No. 541326-487353 dated 11 March 2021), contract No. 541326/2021/1/01-25-D-207 dated 25 March 2021;

5. Extension of 220 kV Tengiz SS, ASPMK LLP (PI No. 541444-487176 dated 11 March 2021), contract No. 541444/2021/1/01-25-D-205 dated 25 March 2021;

6. Rehabilitation of 220 kV Karabatan SS, EIS Corporation LLP (PI No. 572741-538677 dated 21 May 2021), contract No. 572741/2021/1/01-25-D-440 dated 11 June 2021;

7. Construction of a single-circuit 220 kV Uralskaya - Pravoberezhnaya overhead line in the West Kazakhstan region, ASPMK-519 LLP (PI No. 541310-487170 of 11 March 2021), contract 541310/2021/1/01-25-D-204 dated 25 March 2021;

8. Construction of a single-circuit 220 kV Pravoberezhnaya - Inder overhead line in the West Kazakhstan and Atyrau regions, KarElektroSpetsStroy LLP (PI No. 541282-488426 of 12 March 2021), contract No. 541282/2021/1/01-25-D-211 dated 26 March 2021;

9. Construction of a single-circuit 220 kV Inder - Karabatan overhead line in Atyrau region, ASPMK-519 LLP, (PI No. 548874-499507 dated 30 March 2021), contract No. 548874/2021/1/01-25-D-279 dated 08 April 2021;

10. Construction of a single-circuit 220 kV Karabatan - Kulsary overhead line, KarElektroSpetsStroy LLP (PI No. 548898-495461 of 25 March 2021), contract No. 548898/2021/1/01-25-D-230 of 01 April 2021;

11. Construction of a single-circuit 220 kV Kulsary - Tengiz overhead line, PromStroy-Energo LLP (PI No. 553462-501363 of 02 April 2021), contract No. 553462/2021/1/01-25-D-284 dated 9 April 2021.

Also in 2021, design and estimate documentation was developed for all 11 facilities (6 substations and 5 overhead lines), positive opinions were received from the examination authority for the design and estimate documentation, and construction and installation work began.

In 2023, construction and installation work was completed on all five sections of the 220 kV overhead line “Uralskaya-Pravoberezhnaya”, “Pravoberezhnaya-Inder”, “Inder-Karabatan”, “Karabatan-Kulsary”, “Kulsary-Tengiz”. The commissioning of the 220 kV overhead line "Uralskaya - Pravoberezhnaya - Inder - Karabatan - Kulsary - Tengiz" with a total length of 779.7 km took place on November 28, 2023 with the participation of the Prime Minister of the Republic of Kazakhstan in a teleconference mode. As a result of the inclusion of the second transit chain between the West Kazakhstan and Atyrau regions, the capacity of the electrical network was significantly increased: in the section "West Kazakhstan Energy Hub - Atyrau" from 100 MW to 200 MW; on the Atyrau – Mangistau section from 50 MW to 200 MW. Together, this doubled the reliability of the Western Zone network. The probability of disconnecting consumers is minimized.
