Strengthening the Power Grid of the Southern Zone of UES of Kazakhstan. Construction of electric grid facilities

Project goal: Strengthen the electric power system of Zone South of the UPS of Kazakhstan over the inland territory to ensure the reliability of power supply to consumers in Zone South and to strengthen its electrical interconnections.

Stage 1 implementation period: 2022-2027

Stage 1 cost: KZT 154.091 billion inclusive of VAT.

Planned financing: KZT 82.587 billion from loans, and KZT 71.504 billion from the Company's funds.

Location: Zhambyl and Turkestan oblasts of the Republic of Kazakhstan.

Project description: Stage 1 of the project involves the construction and rehabilitation of the following power grid facilities:

1) construction of 500 kV Shu - Zhambyl overhead line (300 km);

2) construction of 500 kV Zhambyl - Shymkent overhead line (175 km);

3) extension of 500 kV OSG at 500 kV Shu SS;

4) rehabilitation and extension of 500 kV Zhambyl SS;

5) rehabilitation of 500 kV OSG at 500 kV Shymkent SS;

Current status: The feasibility study (FS) has been developed and approved by GosExpertiza (opinion No. 19-0157/23 dated 10 May 2023).

On June 06, 2023, the investment committee of Samruk-Kazyna JSC approved the key parameters of the project.

On May 31, 2023, KEGOC's Board of Directors approved the transition from "Selection" stage to "Identification" and "Implementation" stages and approved the key parameters of the project with the conclusion of an EPC contract (turnkey contract).

In September 2023, construction and installation works were procured in accordance with the Procedure for procurement by Samruk-Kazyna and legal entities, fifty or more percent of voting shares (participatory interests) of which directly or indirectly belong to Samruk-Kazyna on the right of ownership or trust management, approved by the Decision of the Board of Directors of Samruk-Kazyna (minutes dated March 3, 2022 No. 193), and turnkey agreements were signed for all 5 facilities, including 2 lines (500 kV Shu – Zhambyl and Zhambyl – Shymkent) and 3 substations (rehabilitation of 500 kV Shu, Zhambyl, and Shymkent substations):

1) No. 891346/2023/1/ 01-25-D-736 dated 12 September 2023. with ABM-Building 2007 LLP for the construction of 500 kV Shu – Zhambyl overhead line;

2) No. 891346/2023/1/ 01-25-D-737 dated 12 September 2023. with ABM-Building 2007 LLP for the construction of 500 kV Zhambyl – Shymkent overhead line;

3) No. 891309/2023/1/01-25-D-743 dated 14 September 2023. with a Consortium consisting of EIS Corporation LLP together with Building and Construction LLP, Energetika Scientific and Engineering Centre LLP for rehabilitation and expansion of 500 kV outdoor switchgear of 500 kV Shu substation;

4) No. 891310/2023/1/01-25-D-744 dated 14 September 2023 with a Consortium consisting of EIS Corporation LLP together with Building and Construction LLP, Energetika Scientific and Engineering Centre LLP for rehabilitation and expansion of 500 kV Zhambyl substation;

5) No. 891336/2023/1/01-25-D-745 dated 14 September 2023 with a Consortium consisting of EIS Corporation LLP together with Building and Construction LLP, Energetika Scientific and Engineering Centre LLP for rehabilitation and expansion of 500 kV outdoor switchgear of 500 kV Shymkent substation.

Currently, the contractors have begun work on developing design documentation, the lines and substations have been inspected, the choice of the overhead line route has been preliminarily agreed upon, and the work is being carried out in accordance with the work schedule.
