Construction of 500 kV Second Transmission Line of Kazakhstan North-South Transit

Project objectives:

Ensure electricity supply to the southern regions of Kazakhstan, suffering from power shortages, by increasing transmission capacity of the North-South transit up to 7-7.5 billion kWh per year; improve operational reliability and security of the National Power Grid of Kazakhstan and ensure parallel operation of the Integrated Power Systems of Russia, Kazakhstan and Central Asia.

Project cost: KZT 41,399 billion (USD 259,88 million and KZT 6970,13 million of IBRD, EBRD and DBK loans)

Project parameters: transit route: 1150 kV Ekibastuzskaya SS – 500 kV Agadyr SS – 500 kV YuKGRES SS – 500 kV Shu. Total length of 500 kV second line of Kazakhstan North-South Transit – 1096.94 km.

Project implementation period: 2004-2010

The 500 kV OHTL construction project comprises of three phases:

Phase I: Construction of 500 kV OHTL from 500 kV YuKGRES SS to 500 kV Shu SS including cross connection lines of 500 kV OHTL (No.514) Almaty-Frunze for connection with 500 kV Shu SS. Construction of 500 kV Shu SS. Extension of 500 kV YuKGRES SS. (Site length - 248.11 km).

Phase II: Construction of 500 kV OHTL from 1150 kV Ekibastuzskaya SS to 500 kV Agadyr SS. Extension of 1150 kV Ekibastuzskaya SS and 500 kV Agadyr SS. (Site length - 462.6 km).

Phase III: Construction of 500 kV OHTL from 500 kV Agadyr SS to 500 kV YuKGRES SS. Installation of controlled reactors at substations (SS) (Site length - 386.23 km).

Main project components:

Construction of 500 kV OHTL including Fiber-Optic Communication Line (FOCL);

Extension of existing 500 kV substations and construction of new 500 kV substations (500 kV Outdoor Switchgears);

Provision of the required relay protection and emergency automation devices (RP and EA);

Provision of dispatch and process control facilities;

Provision of telecommunication facilities;

Technical assistance of a consultant.

Project status:

Phase I

Design, construction and commissioning of 500 kV OHTL from 500 kV YuKGRES SS to 500 kV Shu SS, including cross connection lines of 500 kV OHTL (No.514) Almaty-Frunze for connection with 500 kV Shu SS.

Contractor is KEC International Limited (India). Contract No.17-K-598 dated 17 July 2006.

Consultancy services - MVV Consulting/DECON, Contract No.17-K-68 dated 4 February 2005.

Total length of 500 kV OHTL is 248.11 km.

The commissioning ceremony for 500 kV YuKGRES-Shu section was held on 22 October 2008 at 500 kV Shu SS (Zhambyl Oblast). Under Phase I of the Project implementation the 500 kV Shu SS was constructed.

The Acceptance Certificate verifying commissioning of the constructed 500 kV YuKGRES-Shu OHTL issued by the state acceptance commission was approved by Order of the Minister of energy and mineral resources of the Republic of Kazakhstan No.298 dated 3 December 2008.

Phase II

Design, construction and commissioning of 500 kV OHTL from 1150 kV Ekibastuzskaya SS – 500 kV Agadyr SS.

Contractor is KEC International Limited (India). Contract No.17-K-513 dated 1 June 2007.

Consultancy services - RSW International Inc. and Khatib & Alami offshore S.A.I., Contract No.17-K-453 dated 3 May 2007.

Total length of 500 kV OHTL is 462.6 km.

The commissioning ceremony of 500 kV Ekibastuz-Agadyr OHTL was held on 17 September 2009 with the participation of Nursultan Nazarbayev, the President of the Republic of Kazakhstan.

The Acceptance Certificate verifying commissioning of the constructed 500 kV Ekibastuz-Agadyr OHTL issued by the state acceptance commission was approved by Order of the Minister of energy and mineral resources of the Republic of Kazakhstan No. 327 dated 4 December 2009.

Phase III

Design, construction and commissioning of 500 kV OHTL from 500 kV Agadyr SS to 500 kV YuKGRES SS.

Contractor is DALEKOVOD JSC (Croatia). Contract No.17-K-176 dated 13 February 2007.

Consultancy services - MVV Consulting, Contract No.17-K-347 dated 26 March 2007.

Total length of 500 kV OHTL is 386.23 km.

The commissioning ceremony of 500 kV Agadyr – YuKGRES OHTL with participation of Karim Massimov, the Prime Minister of Kazakhstan, was held on 27 May 2009.

The Acceptance Certificate verifying commissioning of the completed 500 kV Agadyr-YuKGRES OHTL issued by the state acceptance commission was approved by Order of the Minister of energy and mineral resources of the Republic of Kazakhstan No.243 dated 10 September 2009.
