According to the Rules for operation of the automated commercial metering system (approved by order of the Ministry of Energy of the Republic of Kazakhstan No. 248 dated 30 March 2015 and registered by the Ministry of Justice of the Republic of Kazakhstan on 6 May 2015, No. 10957).
A wholesale market participant shall provide for the ASCEA:
- the instruments of established accuracy classes;
- the measurements with established error rates.
The instruments must meet the requirements of the Law of the Republic of Kazakhstan "On ensuring the uniformity of measurements", namely:
- serially produced instruments are subject to testing and certification in accordance with the requirements of ST RK 2.21;
- Individually produced and imported instruments are subject to metrological certification in accordance with the requirements of ST RK 2.30;
- The instruments shall be verified upon production or repair, operation and import after their type is approved or metrologically certified and registered in the public system to ensure uniformity of measurements in accordance with ST RK 2.4; Electricity metering complexes (EMC) installed at a commercial metering point must have a passport-report in accordance with RD 34.09.101, and also be certified in accordance with the Rules for operation of the automated commercial metering system (approved by order of the Ministry of Energy of the Republic of Kazakhstan No. 248 dated 30 March 2015 and registered by the Ministry of Justice of the Republic of Kazakhstan on 6 May 2015, No. 10957).
Measurements from ASCEA shall comply with measurement procedures developed by the wholesale market participants and approved by the public scientific metrology centre (RSE "KazStandart") in accordance with T RK 2.18, GOST 8.010, and:
- ST RK 2.121–2006 “State system for ensuring the uniformity of measurements, Kazakhstan. The requirements for the measurement techniques of electricity”;
- ST RK 2.120–2006 “State system for ensuring the uniformity of measurements, Kazakhstan. The requirements for the measurement techniques of electric capacity”;
- ST RK 2.122–2006 “State system for ensuring the uniformity of measurements, Kazakhstan. The requirements for the measurement techniques of electricity and electric capacity using the automated commercial metering system of energy and capacity at power facilities.
Instructions shall be developed, including on how to:
- measure the loads of secondary circuits of current transformers, voltage transformers and voltage losses in circuits from voltage transformers to terminal clamps of electric meters;
- determine the voltage drop in circuits from voltage transformers to terminal clamps of electric meters;
- take the current-voltage characteristic of measuring current transformers to determine errors.
